BREAKING: Water agencies push bigger role in tunnel plan

This article is very troubling in the Associated Press. If the state does not provide oversight for Delta tunnels’ construction and operations, the Delta will be essentially colonized by outside water districts.
 
Will water districts influence Delta land sales? Or levee maintenance in reclamation districts? How will outside water districts manage drinking water quality for the hundreds of thousands of urban water users in Delta cities? How can they be protected to restore California fisheries? Will they ensure that Delta communities are protected as a place of cultural and historical significance as described under the Delta reform act?
 
Is this a step toward special interest water districts creating a public-private monopoly of California water management?
