Sorry I missed the party, the restoration of the watersheds is vastly more important to clean water and fisheries in California than the canal that diverts water and damages habitat! The first peripheal canal did plenty of damage, and we sure don’t need another! The Corps of engineers has pulled many a damaging boondoogleon the Gulf of Mexico and on California. Time to stop them from creating more dry places and diverting water to southern California and for grape vineyards!
